VOTE BY MAIL ELECTION INFORMATION


 Special Vacancy Election


A special election will be held for voters of District V to elect a successor to fill a vacancy for the office of councilmember. Election results will be announced on August 7, 2009.

The election will be conducted entirely as a "Vote by Mail" election. No polling places will be open on election day.

Important Dates


  • Last day to file Nomination Papers  -  Thursday, June 25, 2009
  • Voter Registration Deadline  -  Wednesday, July 8, 2009
  • Absentee Walk Voting at City Hall – Thursday, July 23, 2009 to Wednesday, August 5, 2009

Vote-By-Mail


The election will be conducted entirely as a “Vote-By-Mail” election.  All registered voters as of the voter registration deadline will automatically be mailed a packet containing the Vote-By-Mail ballot and return envelopes.  No polling places will be open on August 7, 2009 (end of election).

Ballots will be mailed approximately 20 days prior to the election. Voted ballots must be received by the City Clerk no later than 6:00 p.m., August 7, 2009 in the return envelopes provided.

Submission of an “Absentee ballot” application form to receive a ballot packet is not required unless the registered voter transfers into the district after the voter registration deadline or if the voter is unable to receive mail at the address listed in the general county registry.

Walk In Early Voting


Any voter that requires a replacement vote by mail ballot or requires the use of an accessible voting machine may do so at Honolulu Hale between July 23 and August 5, 2009 excluding Sundays between the hours of 8:00 a.m. and 4:00 p.m. Walk in voting will be open on Saturdays during this period.

Candidates


Persons interested in running as a candidate in this special election must file nomination papers at the Office of the City Clerk at Honolulu Hale, Room 100, by 4:30 p.m., June 25, 2009.

Qualifications for Councilmember

  • Resident of the City and County of Honolulu
  • Duly qualified elector of Council District V

Nomination requirements


Nomination signatures – No signatures are required for candidates filing to run in a special election to fill a vacancy (HRS §12-5d)

Filing Fee - $250. A discounted fee of $25 may be deposited by candidates who file a notarized “Affidavit of Compliance with Campaign Spending Limits” with the Campaign Spending Commission. (HRS §12-6d).  Get the Affidavit. Only cash, certified cashiers checks, or money orders will be accepted.

Disclosure of Financial Interests – All candidates who file nomination papers for the special council election must disclose their financial interests and file a “Financial Disclosure Statement” within ten (10) working days after the deadline for filing as a candidate for councilmember, or by July 10, 2009. (ROH 3-8.4)

Term of Office – To fill the unexpired term ending January 2, 2013. The winning candidate elected by the highest number of votes received at the special vacancy election may take office upon issuance of the certificate of election after the expiration of the election contest period. (HRS §11-156 & §174.5).

Salary - $52,446 per year; Chairperson $58,596 per year
