About the Charter


The Revised Charter of the City and County of Honolulu is the governing document of the City and County of Honolulu. The preamble states:

We, the people of the City and County of Honolulu,
accepting responsibility to seek to achieve in our time that righteousness by which the life of our land is preserved and to encourage and enable our people to participate in their governance,
do hereby adopt this Charter of the City and County of Honolulu.


The Department of the Corporation Counsel is the Revisor of the Charter. The Revised Charter of the City and County of Honolulu is posted online and may be found here.





Proposed Charter Amendments


The following charter amendment questions have been approved for placement on the 2008 General Election ballot by the Honolulu City Council with approval of the Mayor.

Question 1 Proposal to expand the duties and powers of the Prosecuting Attorney

Question 2 Ethics civil fines

Question 3 Impeachment of elected officers

Question 4 Department of Transportation Services Transit System

Proposed State Constitutional Amendments


Amendments to the State Constitution are proposed exclusively by the State Legislature. Informational materials on those amendments may be found here when available.

Proposed Question 1

The General Election ballot will also include a question concerning whether the voters of Hawaii wish to convene a State Constitutional Convention.

While we do our best to provide information and to service voters, we regret that the Elections Division will not provide explanation or interpretive clarification of any proposed ballot issues.
